Resilience and Self-Reliance Among Somalia’s Displacement-Affected Communities Through Human-Centered Design

In collaboration with the Regional Durable Solutions Secretariat (ReDSS), Somali Public Agenda co-facilitated two-days of validation workshops in October 2023 in Mogadishu. These workshops engaged thirty representatives from displacement-affected communities (DACs), including internally displaced persons (IDPs) from Mogadishu, Biodoa, and Kismaayo. This policy paper provides an analysis drawn primarily from these workshops on community-driven durable solution approaches applicable to the most vulnerable communities.

The paper is also informed by informal one-on-one interviews with various IDP camp leaders and residents. It represents real-life experiences of IDPs as they navigate the complexities of displacement, land ownership, and social cohesion. It also draws on follow-up interviews with the Hillaac Wanaag Center leader and the leadership of Somali Youth Hope Organization conducted in December 2024 and January 2025.

Through a case study of the Hilaac Wanaag Center, where minority communities organized to purchase a piece of land collectively, the paper highlights the significancy of community-driven approaches and underlines how local initiatives, supported by proper organization, effective advocacy, and strategic prioritization, can break systemic barriers for durable solutions for displaced people.
