Who We Are

Somali Public Agenda

Somali Public Agenda is a non-profit public policy and administration research and action organization based in Mogadishu. Its aim is to advance understanding and improvement of public policy and services in Somalia through evidence-based research and analysis, dialogue, policy and service design and training.

At Somali Public Agenda, we believe that all Somalis deserve better public services including access to affordable education, healthcare, housing, security and justice delivered via transparent and accountable authorities.

Executive Director

Mahad Wasuge is the executive director of Somali Public Agenda. He has more than 9 years of research and teaching experience in Somalia. Mahad holds Master of Public Administration (MPA) from the University of Roehampton in London. Prior to that, he earned a bachelor’s degree in public administration from Mogadishu University and diplomas in law and English. Mahad’s research interests focus broadly on governance, democratization, civil service reform, public finance, and constitutional development.

Deputy Executive Director & Research Director

Farhan Isak Yusuf is the Deputy Executive Director and Research Director at Somali Public Agenda. He is also a senior lecturer in Political Science. Farhan earned his BA & and MSc in Political Science from Mogadishu University and Omdurman University in Mogadishu, Somalia and Khartoum, Sudan respectively. Farhan has over eight years of experience in research and teaching at university. His major research interests include post-conflict state building, governance & good governance, state and nation building.

Sadia Ahmed Maow is a finance officer at Somali Public Agenda. She holds a bachelor’s degree in finance and banking from Mogadishu University. She has a background in finance and project management. She is also interested in fintech and data analysis.

Aweis Ahmed

Director, SPA Policy Lab

Aweis Ahmed is the director of the SPA Policy Lab. He has worked as a researcher, lecturer, and project coordinator at various institutions in Somalia. He Holds a PhD in International Relations from Ankara Yildirim Beyazit University in Turkey. He holds an M.A. in the same field from Selçuk University in Turkey. Before that, he completed his bachelor’s degree in Public Administration at Mogadishu University and earned a diploma in Law. Aweis’s research centers on politics and society in the Horn of Africa and focuses on Somalia’s public policies and services in particular. He is a blogger and frequently writes commentary about Somali politics and the Horn region.

SPA Forums Director

Mohamed Adam is SPA Forums Director and researcher at Somali Public Agenda. He earned a BA in Political Science – Conflict, Governance & Peacebuilding from City University of Mogadishu. He previously worked in the areas of community development, youth empowerment and storytelling with organizations based in Kenya and the USA as Positive Youth Development Coordinator and an Associate respectively. Mohamed’s research interests broadly focus on public service delivery, accountability, human rights, community development and democratization. He is also interested in good governance, the Sustainable Development Goals (SDGs) and global politics.

Farhia Mohamud Hassan is a researcher at Somali Public Agenda (SPA). Her work focuses on developmental economics, peace and reconciliation, and governance studies. She holds a Higher Diploma in Security Studies from the Higher Institute for Security Studies and a bachelor's degree in Economics from SIMAD University. Farhia is actively involved in various research projects related to transitional justice, durable solutions, and fiscal accountability. She regularly authors reviews and analyses of Somalia's national budget and its fiscal implications. Her publications cover diverse topics, including safety and security, regional integration, transitional justice, and financial governance. In addition to her research, Farhia is an avid blogger. She writes about Somalia's landscapes to portray a narrative of hope, and her work has been featured by the United Nations Mission in Somalia (UNSOM) and the Nation.

Procurement & Logistics Officer

Qamar Sheikh Osman Mohamoud is a Procurement and Logistics Officer at Somali Public Agenda. She has over three years of prior working experience in child protection, finance and marketing with different organizations in Uganda and Somalia. Qamar was born and raised in Mogadishu, where she did her schooling. She graduated with honors from St. Lawrence University in Uganda, majoring in procurement and supply chain management. Qamar is passionate about peace building and human development.

Idil Omar Mohamed is a human resources & administration officer at Somali Public Agenda. She holds bachelor’s in accounting, auditing and finance from College of Banking and Financial Studies in Oman. She is a skilled human resource professional with extensive experience in talent acquisition, employee retention, and organizational development. With three years of experience in the field, Idil’s expertise in HR best practices has helped numerous organizations develop and maintain a strong and productive workforce.

Researcher & MEL Coordinator

Ibrahim Jibril is a researcher and the Monitoring, Evaluation, and Learning (MEL) Coordinator at Somali Public Agenda. He also manages SPA Polls, an initiative that aims to capture citizen voices through public opinion polling and survey-based research. Ibrahim plays a key role in producing impactful studies and contributes to the organization’s qualitative and quantitative research. He has led and co-authored numerous research and analytical papers. His work focuses on good governance, democratization, accountability, transparency, and social issues. He ensures that SPA’s work remains impactful, efficient, and aligned with its mission by developing and implementing MEL frameworks, using performance indicators, monitoring progress, and conducting internal evaluations. Ibrahim holds a Bachelor’s degree in Public Administration from Mogadishu University. He is trilingual in Somali, English, and Arabic. He is passionate about e-governance, youth participation in policymaking, digitizing the public sector, education sector reform, and advancing the Sustainable Development Goals (SDGs) in the Somali context.

Ibrahim Osman Afrah is the SPA Learning Lab Director & Communications Coordinator at Somali Public Agenda. He earned a BA in Development Studies from Amoud University. He previously worked with several institutions and held key media and communications roles. Ibrahim was the Director of Asal TV between 2022 and 2023 and advised a former deputy governor of the Benadir Regional Administration (BRA) on media and communications. He is passionate about digital media and modern communications and strives to drive innovation in these fields.

Hafsa Abdirahman Adam is the Admin Officer and Cashier at Somali Public Agenda (SPA). She holds a Bachelor’s degree in Banking and Finance from Mogadishu University and has over three years of experience in financial management, administration, and cash handling. In her role at SPA, Hafsa ensures financial transparency, effective resource management, and smooth organizational operations. Beyond her professional responsibilities, she has a strong interest in research, data analysis, blogging, and report writing. She is also committed to continuous professional growth.
