SPA Research: “Informing Governance through Rigorous Research and Analysis”
Somali Public Agenda (SPA) launched SPA Polls in July 2025 under its SPA Research program. SPA Polls aims to generate reliable, context-specific data on public attitudes across Somalia. In doing so, it supports evidence-based decision-making, strengthens democratic governance, and promotes inclusive public dialogue.
Through SPA Polls, SPA reinforces its commitment to producing high-quality research and expanding access to timely, relevant data that can inform policy and enhance accountability.
SPA Polls aims to:
Regularly assess public perspectives on governance, service delivery, and socio-economic issues.
Provide decision-makers with reliable data to shape policies and reforms.
Foster informed public debates by making polling data accessible to citizens and stakeholders.
Address regional disparities in public opinion by ensuring representation across all regions and actively engaging with underrepresented groups, such as marginalised communities.
Track public trust in institutions and officials, offering insights on governance performance.
Train SPA researchers and enumerators in polling methodologies and data analysis.
SPA Polls employs a combination of methodologies tailored to Somalia’s context:
Conduct structured interviews in selected urban and rural areas.
Leverage mobile surveys for wider reach, particularly in urban centers.
Utilize digital platforms and social media to gather insights from tech-savvy populations.
Supplement quantitative data with qualitative insights through moderated discussions.
Conduct rapid assessments on key governance and electoral issues.
SPA Polls focuses on a range of governance and policy-related themes, including:
Public trust in government institutions, elections, and decentralization.
Citizen satisfaction with education, healthcare, housing, and infrastructure.
Perceptions of safety, conflict resolution mechanisms, and justice systems.
Employment trends, cost of living, and business climate.
Political participation, access to opportunities, and youth perspectives on governance.
Gender equality, women’s rights, and the role of women in governance and development.
Public awareness, policies on climate change, and sustainability initiatives.
SPA Polls enhances SPA’s research portfolio by:
Providing empirical data to support SPA’s governance briefs, policy papers, research reports, and commentaries.
Enriching SPA’s advocacy and public engagement efforts with real-time public sentiment analysis.
Offering data-driven insights that complement qualitative research from SPA’s research projects and other initiatives such as the SPA Forums.
Strengthening SPA’s credibility as a trusted source of governance and public policy research in Somalia.
