  • Municipal authorities acknowledged these challenges but emphasised that the municipality faces severe financial constraints due to a limited revenue base and low tax compliance, which restrict its capacity to finance development projects.
  • Participants also highlighted socio-economic challenges affecting youth, including unemployment, irregular migration, and the growing social impacts of gambling and substance abuse.
  • Despite these challenges, the dialogue demonstrated a strong willingness among citizens to contribute to local development, highlighting opportunities to strengthen participatory governance, improve municipal–community collaboration, and build a stronger local social contract.
