Strengthening Public Financial Management (PFM) Capacity of Government Personnel in Somalia

Effective Public Financial Management (PFM) is essential for transparent, efficient, and accountable collection and use of public resources. In Somalia, government personnel across the federal government, Federal Member States, and local governments have critical roles to play in planning, budgeting, expenditure management, and financial reporting. However, capacity gaps, weak systems, and limited or lack of coordination often hinder effective PFM implementation.

To address these challenges, SPA Learning Lab plans to implement a five-day PFM training program designed for government officials at federal, state, and local levels who are directly involved in managing public finances. The training will strengthen technical capacity and understanding of the PFM cycle— (1) planning, (2) budgeting, (3) expenditure control, (4) reporting, and (5) accountability—to enhance fiscal discipline and promote better service delivery.
